ILA ASKS BIDEN NOT TO INTERVENE IN CHARLESTON LABOR DISPUTE
The ILA wants the White House to stay out of the labor dispute involving Charleston’s Leatherman terminal, after an FMC member sought intervention from President Joe Biden.
OCEAN CARRIERS, PORT TERMINALS NAVIGATE OSRA-22 COMPLEXITIES
OSRA-22’s immediate requirement for accurate billing of detention and demurrage fees has set off a scramble among ocean carriers and marine terminal operators to update their invoicing practices and systems.
LA/LB TERMINAL UPDATE
Possible picketing at LA/LB marine terminals on July 13, 2022 by independent contractors protesting California AB5 rules. Vessel wait time on average is 9-12 days (Los Angeles) and 5-24 days (Long Beach) due to high import volumes, dwell times, and labor availability. Terminal congestion and trucking queues are restricting ability to retrieve containers during allotted appointment times – if the appointment window expires, truckers will need to secure a new appointment. Shortage of chassis and gensets and it is difficult to secure appointments to return empties. The Port of Los Angeles and Long Beach Container Dwell Fee is on hold until July 15th, 2022. This is separate from individual terminal dwell fee agreements on long dwelling units.
HOUSTON TERMINAL UPDATE
Vessel waiting time is 2-14 days due to ship draft restrictions at Barbour’s Cut which has increased the number of ships at anchor awaiting berth space. Export receiving windows extremely limited. General trucking capacity is averaging about a week. Chassis deficits are adding to Houston congestion.
CHICAGO RAIL RAMP UPDATE
BNSF Limited Embargo – due to significant ongoing service challenges, westbound traffic to California for specific agricultural and industrial commodities (excluding intermodal moves) will be restricted from June 27, 2022 through July 31st. Extended delays in pickups and deliveries are continuing due to a shortage of available chassis in Chicago. Congestion is an operational concern still at the Bedford Park Terminal. BNSF is using an off-site dray program in Joliet IL for long dwelling shipments at Logistics Park Chicago Intermodal Facility.
OAKLAND TERMINAL UPDATE
Vessel wait time is averaging around 5-10 days due to high import volume and labor availability. Yard utilization is at 90% of capacity. Imports are still being discharged into inaccessible areas until available space opens up leading to delays in import deliveries. There is a deficit of available chassis available each day for use and terminals are restricting or not accepting empty returns. The additional space for empty receiving and loaded container staging at Howard Terminal is at full capacity.
SEATTLE TERMINAL UPDATE
Vessel wait time is 2 days due to high import volume and labor availability. Due to terminal congestion, delays are continuing for import rail cargo at Seattle. Shortages of equipment, chassis and gensets and empty return availability at terminals. General truck capacity delays averaging up to 20 days.
NEW ORLEANS TERMINAL UPDATE
Vessel wait times averaging 2-4 days due to late vessels. Severe chassis shortages and no 40′ chassis available.
MIAMI TERMINAL UPDATE
Vessel waiting time is up to 2-4 days due to import volumes and weather conditions. SFCT Terminal (Miami/Port Everglades) is experiencing the highest congestion and delays for truckers to secure equipment. Terminal is block-stacking some containers in the yard due to extreme congestion. Warehousing receiving appointment delays present at some facilities, especially in Deerfield Beach and Tampa.
SAVANNAH TERMINAL UPDATE
VESSEL WAIT TIME IS AVERAGING 10-15 DAYS DUE TO HIGH IMPORT VOLUME, VESSEL BUNCHING AND EXTRA LOADERS. BERTH CAPACITY IS LIMITED DUE TO CONSTRUCTION PROJECTS; SMALLER VESSELS ARE OCCUPYING WIDER BERTHS AS THEY ARE AVAILABLE AND THE PORT IS SHIFTING CARGO TO ALLEVIATE SPACE CONSTRAINTS AND CONGESTION AT THE YARDS. GENERAL TRUCKING CAPACITY DELAYS AVERAGING AROUND 10 DAYS.
CHARLESTON TERMINAL UPDATE
Vessel wait time is up to 24 hours. WWT berth window priority still given to vessels with weekly services with a 1:1 export/import cargo ratio. Chassis pool utilization is 90-100%. Import dwell time is the biggest problem for terminal capacity. General trucking capacity delays averaging around 10 days. Chassis shortages are delaying pickup, delivery, drayage to/from rail facilities.
NORFOLK TERMINAL UPDATE
Vessel waiting time is up to 24 hours due to import volumes and berth congestion and vessel size. Warehousing delays in the area are adding to congestion; carriers are not able to pull containers when they do not have appointment times to deliver. General trucking capacity delays in the area averaging around 10 days for all equipment types.
NY/NJ TERMINAL UPDATE
Vessel waiting time averaging up to 3 days at APM Terminal and between 1-3 weeks at PNCT Terminal due to severe berth congestion. Chassis shortages of 20′ and 40′ units and congestion at all ports and terminals, chassis cannot be re-used for new container collection when empty container receiving is not available. Delays for securing gensets. This impacts drayage, cross-dock and line haul operations- preventing the ability to pickup before the last free day and subsequent additional costs.
BALTIMORE TERMINAL UPDATE
Vessel waiting time is up to 24 hours due to berth congestion. Delays for trucking around 7 days for all equipment types.
VANCOUVER TERMINAL UPDATE
Vessel waiting time is 14-42 days and yard utilization is at 111% of capacity. Lead time delays for trucking around 10 days for all equipment types.
